Raymond Hasil Born and raised in Chicago, Ray Hasil moved to Pentwater in 2001 where he resides today with his wife and three daughters. He holds an Associate of Science degree from Triton College in River Grove, IL and brings a well‐rounded background in leadership, technology, business, radio/data communications, and public safety with experience in the US Army, United Parcel Service, Pentwater Fire Department, Michigan’s Communications Unit Work Group (COMU WG), and Mason‐Oceana 911. In 2003 he began at Mason‐Oceana 911 as a Part-Time Public Safety Telecommunicator. He is now in his 13th year as their Director. In 2016 he began serving as the vice-chair of the Michigan Communications Unit Work Group and leads training and education efforts for the COMU WG. Ray is a state-recognized COML, COMT, AUXC and ITSL. He is also a CISA certified instructor for the positions of COML, COMT, INTD and AUXCOMM and has delivered these courses around the country. In his spare time he enjoys drumming, amateur radio, Christmas light shows and smoking authentic BBQ. Session 1: Encryption 101 for 911 Presented By: Ray Hasil, Mason-Oceana 911 PSAPs are feeling the pressure to begin moving toward encrypting any information obtained through LEIN that is transmitted via radio (voice). Encryption 101 for 911 presents the path and many challenges associated with implementing encrypted radio traffic for 911 centers and the agencies they serve. This session will present the fundamentals of encryption types and then deep dive into careful considerations that may not be readily apparent, as was experienced by Mason-Oceana 911 on their multi-year journey toward encryption. Lori Hinckley Ms. Hinkley holds a B.S. in Criminal Justice from Michigan State University and a J.D. from Thomas M. Cooley Law School. She began her legal career as labor counsel for the Michigan State Police Troopers Association. She represented Michigan State Police troopers and sergeants in bargaining and served as their advocate in grievance and discipline hearings. In 1999, she was hired as a labor representative by the Michigan State Police (MSP) where she functioned as management’s advocate for multiple labor contracts. After six years in that role, Ms. Hinkley was appointed as the MSP's Freedom of Information Act (FOIA) Coordinator. In addition to serving as the FOIA Coordinator, she was named the FOIA Appeals Officer and the Records Management Officer (RMO). During her tenure as FOIA coordinator, she managed twenty-five staff in the Records Resource Section. Her section was responsible for responding to all public records requests and third-party subpoenas received by the MSP. She retired from the MSP in 2023 after 23 years of service and established Hinkley Training and Consulting, LLC. She continues to offer training and consulting services in the FOIA and records management to law enforcement and other public agencies. Ms. Hinkley is a Law Enforcement Records Management Association of Michigan (LERMA) member and served as President for eight years. She is currently on the LERMA Board as the Immediate Past President. She is also an active National Association of Government Archivists and Records Administrators (NAGARA) member. Ms. Hinkley has trained law enforcement professionals in FOIA, records management, labor relations, and leadership for over 20 years. Session 2: Records Retention & Disposal: Making Life Easier Presented by: Lori Hinkley, Hinkley Training and Consulting This presentation covers a summary of Michigan records laws and why following them is critical. The presentation will include where to find current retention schedules and how to read them. Emphasis will be placed on emails and email management as well as proper records disposal. Dr. Joel Robertson Dr. Robertson is the founder and CEO of Robertson Research Institute, a 501(3)C public charity that is dedicated to making lasting impression on the health, performance and relationships of First Responders, through brain health technology and research. Dr. Robertson is the recipient of the Microsoft ComputerWorld’s Honor award and top 5 in the world for the impact he and his companies have had on improving worldwide health. He received his doctorate in neuropharmacology from the University of Michigan and an honorary doctorate in artificial intelligence and predictive analytics from Ferris State University. His models and research are used in First Responders, professional athletes and Fortune 200 companies around the world. He is the author of 17 books and more than 60 journal articles on brain science and health. Dr. Robertson is a pioneering figure in brain health research, dedicated to enhancing the well-being of First Responders through innovative technology. Session 3: Telecommunicator’s Stress: The Unique Impact on Brain Health Presented by: Dr. Joel Robertson, Robertson Brain Health The aftermath of a challenging day or call can deeply affect a telecommunicator’s mood, health, and behavior, influencing all areas of their life. Recognizing the toll these stressful events take on thinking, stress levels, and behavior is crucial to preventing negative outcomes. Such experiences can impair the brain’s ability to filter and interpret information, leading to feelings of overwhelm, withdrawal, or heightened anxiety and depression. This session explores how our brains respond to stress and offers strategies to reduce the impact of cortisol and dopamine on our mental health, behaviors, and overall well-being. Jaclyn Barcroft Jaclyn Barcroft is the Emergency Communications Specialist for the Michigan State Police Emergency Management and Homeland Security Division. She has been involved in emergency management for over 20 years and oversees the state level planning and preparedness for public alerting, auxiliary communications, and communications within the State Emergency Operations Center (SEOC). Ms. Barcroft has achieved and maintained the Professional Emergency Manager (PEM) designation since 2010. Ryan Wilkinson Ryan Wilkinson is the Emergency Manager for Eaton County. He works part-time as a Firefighter and EMS provider. He is also Adjunct Faculty at Saginaw Valley State University, responsible for the delivery of an emergencies and risk communications course. Rob Dale Rob Dale is the Regional Planner and Deputy Emergency Manager at the Ingham County Office of Emergency Management. His emergency management career began in 2009, after being a television meteorologist for over a decade. He brings the experience of interacting with the public to warning messaging. Session 4: Alerts, Warnings and Notifications. Oh My! Presented by Jaclyn Barcroft, Ryan Wilkinson, and Rob Dale This presentation will provide an overview of items to consider when planning for alerting, warning, and notifying the public during an emergency. We will discuss the importance of cross-border memorandums of understanding (MOUs) and how to leverage them to alert on behalf of another jurisdiction, the importance of monthly proficiency demonstrations, as well as tips on using the Message Design Dashboard to create effective message templates. We will also run through a short tabletop exercise to put what was learned during the session into practice. David Jones David R Clark Jones, RF Engineer, Instructor, Leader and Artist David (Surfer) Jones provides solutions for public safety with JVCKenwood. After 43 years in wireless as a technician, executive and the Dean of KIT (Kenwood Institute of Technology-different Kenwood) Dave enjoys sharing enthusiasm for communicating. “Surfer” fellow Marines nicknamed Davey desires connectedness with others, is a strategic thinker and Clifton Strengths labels Dave “An Arranger”. My goal is to by example and interaction while providing encouragement. I believe the purpose of technology is to assist humanity to find new personal pinnacles. Session 5: Introduction to Radio for Dispatch: What is Behind the Console? Presented by: David Jones, EF Johnson, Inc – JVC Kenwood Public Safety radio systems have become quite complex and hide the “how and why” from the users. Dispatchers have also been inundated with new technologies. This forces dispatchers to focus on the tasks and lose some of the knowledge common in the past. Many find it valuable to be reintroduced to the technology, without having to become an ‘expert’. We provide a basic understanding of the systems and their operation. This enables a working vocabulary of radio communications, helping dispatch staff communicate with the technicians and vendors. It also helps them communicate requirements and issues with managers and administrators. Attendees will acquire a basic understanding of the radio technologies in common use, Attendees will be provided a sufficient working vocabulary to effectively communicate with technical staff and vendors. Attendees will be provided with insights into new technologies that will be impacting radio communication in the coming years. Erik Youngblood Erik Youngblood has an extensive and impressive background in EMS and communications. As the Dispatch Communications Chief for Michigan MABAS (Mutual Aid Box Alarm System), he plays a key role in coordinating emergency response efforts throughout the state. In his day job, Erik works as an EMS/Fire Dispatcher at Emergent Health Partners in Ann Arbor, MI, which also serves as the Michigan MABAS RED Center. His vast experience in emergency services spans over 35 years, during which he has held numerous leadership roles, including Supervisor, Communications Training Officer, and Manager. In addition to his dispatching duties, Erik is responsible for programming and repairing communication equipment for both the ambulances and the communication center at Emergent Health. His technical expertise ensures that critical communication systems remain operational, which is vital for the safety and efficiency of emergency response teams. Erik is also deeply committed to his community. He has volunteered for his local fire EMS agency since 1992, demonstrating his long-standing dedication to public service. Furthermore, he actively contributes to the broader EMS community by educating fire and dispatch staff across Michigan. He has presented on the Michigan MABAS system at various conferences and training sessions, highlighting the benefits of MABAS and how it can improve emergency services and mutual aid coordination in local communities. His contributions to EMS and fire dispatching, both operationally and through education, have made Erik a respected figure in his field. Session 6: Michigan MABAS – What is it? Presented by: Erik Youngblood, Emergent Health What is MABAS? MI MABAS organization – Who is the RED Center? Whom to call? How to call? What is the process? Who shows up? When to ask for resources when disaster strikes? Past incidents: Special Operation teams in the state. Amanda Girard Amanda Girard is the Michigan Crisis and Access Line (MiCAL) Outreach Manager at Common Ground, where she oversees the outreach and collaboration efforts with 911, Tribal Nations, and mental and behavioral health resources, including Mobile Crisis Teams, CCBHC, and CMHSP in Michigan. In her role, Amanda supports outreach specialists in their respective areas of expertise while also spearheading the collaboration between 988 and 911 across the state; a continuation of her prior work as the 988/911 Coordination Specialist. Her key responsibilities include direct engagement with Michigan's 911 PSAPs regarding 988, participating as a member in the 911/988 state workgroup, providing training for 988 staff around imminent risk, and reviewing 988 calls that led to an emergency intervention. Amanda also leads a State-to-State workgroup that provides a space for collaboration and support between other individuals across the country that are in a similar position of working directly with PSAPs and law enforcement on behalf of local 988 centers. Amanda joined Common Ground in 2022 after dedicating over 18 years to public safety in a Michigan central dispatch center. As a certified dispatcher for 13 years, she held various roles, including Communications Training Officer, before being promoted to Dispatch Supervisor for the remainder of her career. Session 7: 988 and 911: Coordination, Collaboration and Continuity of Care Presented by: Amanda Girard, MiCAL n this presentation we will discuss what 988 is, specifically how it works here in Michigan, what 911 and 988 coordination in Michigan looks like, what collaboration is being done, and how this improves continuity of care for our Michigan communities. Samantha Sturgis Samantha is a Dispatch Supervisor with the City of Fenton Police Department with almost 20 years of 911 experience. She is passionate about training new dispatchers and committed to constantly learning new things. She is currently serving as the 2nd Vice President of the Michigan Chapter of NENA. Lyndsay Keith Ms. Lyndsay Keith has been employed with the Michigan State Police since 2016. She is currently the 911 Designation Specialist for the State 911 Administrative Office where she is tasked with tracking all telecommunicators in Michigan to ensure they are meeting the Michigan Public Service Commission Training rules along with ensuring compliance at the agency level with the allowable expenditure list for training funds. Previously serving as the Certification Analyst she was tasked with organizing and preparing the compliance review reports on behalf of the Certification Subcommittee for the State 911 Committee. She administered the Federal 911 Grant Program to improve NG911 within the State of Michigan. Outside of these tasks Ms Keith serves as the subject matter expert for the Michigan State 911 Administration Portal within the State 911 Office. Ms. Keith attended 911 Goes to Washington for the first time in 2025. Prior to joining the State 911 Administrative Office, Ms. Keith was a Shift Leader/CTO at Lenawee County Central Dispatch and currently serves as a Captain with Addison Fire & EMS working as a paid on-call firefighter/EMT. Ms. Keith has her Fire Instructor I and EMS Instructor Coordinator Certifications. Session 8: 911 Went to Washington Presented by: Samantha Sturgis, ENP, RPL and Lyndsay Keith, ENP A panel of 1st time attendees will discuss their experience at 911 Goes to Washington and share why it's something everyone should consider! Are you scared because legislation isn't your cup of tea? Do you think you aren't smart enough? We'll tell you why you're wrong! Bud Hicks Bud is an experienced public safety communications professional who manages projects to meet and exceed clients’ needs. His skills include near-term budget projections and long-term budget forecasting. Buddy has worked in medium-sized communications centers, maintaining a calm and objective demeanor during stressful events and situations. He has experience in negotiating complicated legislative compliance and actively participated in legislation rewrites as a member of the Illinois APCO Executive Board. Session 9: Swatting – Frontline Awareness Presented by: Bud Hicks, Mission Critical Partners Swatting is an emotionally charged incident that prompts massive public-safety responses. Incidents vary in size and complexity, with suspects often outside the victim’s jurisdiction. While there’s no national legislation, impacts include physical and mental harm. Good call-taking skills and technology are crucial in identifying swatting incidents. Collaboration, planning, and adherence to procedures are vital for effective responses and evolving to meet new challenges. Together, my husband and I are raising two incredible boys, ages 11 and 7. With my husband away for a third of the year, I've gained invaluable experience in juggling the demands of raising young children while supporting him through his vital work. After our family's life changing experience with an active shooter situation, I decided to pursue for mental health and returned to school to become a clinical mental health counselor. My goal is to work with first responders and their families, providing the support and understanding that comes from firsthand experience. When I'm not working or studying, I cherish time spent with my family and friends, and I love being up north whenever possible. Andew Howland Andrew Howland is a dedicated spouse of a first responder, offering a unique and insightful perspective on the challenges and rewards of being married to someone in the emergency services field. He has been married to Libby Howland for 14 years, spanning the entirety of her dispatching career. Together they are raising 2 boys: Jackson (10) and Henry (7). By day, Andy is a skilled maintenance man and groundskeeper, a jack-of-all-trades who is always ready to tackle anything that comes his way—much like his role as a supportive partner to a dispatcher. Roxy Schafer and Andy Howland, spouses of 911 professionals, will share their personal experiences. The presentation highlights the demands of the job, its emotional toll on families, and the impact on family dynamics, such as managing irregular schedules, emotional strain, and communication difficulties. They will provide coping strategies and suggestions for strengthening family bonds despite the unpredictable nature of dispatch work. Jim Hansen Jim Hansen is the Vice President for WSI Technologies, which has been in operation for 45 years providing mission critical recordings and digital evidence management solutions. Over the past 7 years, Jim has been involved in hundreds of successful deployments and implementations of technology, performance, and quality assurance solutions for Public Safety, 9-1-1 centers, ambulatory dispatch, transfer and contact centers, and other video, voice, and call recording projects. Ann Carrizales Officer Ann Carrizales has over 21 years of combined Military and Civilian police experience to include undercover gang investigations and dispatch. She joined the Stafford Police Dept in 2010 and has survived two officer involved shootings, most recently in October 2013 where she was shot in the face and chest during a traffic stop. She is currently with the Meadows Place (TX) Police Department and travels nationally/internationally sharing her story of survival with various police agencies, universities, churches, and other groups. When presenting "The Fight After the Fight" Series, Officer Carrizales focuses on important aspects of survival mindset, childhood trauma, and discusses her battle with post traumatic stress injury (PTSD/I). It is her goal to inspire all law enforcement officers to re-evaluate their own officer safety practices and evoke a NEVER QUIT mentality that is vital to the survival of all officers both on and OFF the streets. In addition, she hopes to empower others by providing them with the emotional tactical strategies that are, shockingly, not provided at the start of their careers. Tuesday Keynote: The Fight After the Fight: Train 2 Win Presented by: Officer Ann Marie Carrizales The Fight After the Fight: Train 2 Win” goes into depth on the various types of treatments for post traumatic and critical incident stress and is designed to aid in creating a strategy for their own struggle. By gaining an understanding of what type of opponent they are up against and how it attacks, attendees will be better equipped to win! Making it home at the end of each shift just isn’t enough if they don’t know how to process the stressors once they get there. The focus of this presentation is to illustrate the importance of creating a strategy for addressing issues with post-traumatic stress (PTS) to avoid common pitfalls such as divorce, secondary traumatization of family members, mental illness, burnout, and in some cases, suicide. Most importantly, this presentation will provide them with the emotional tactics needed for survival against one of the most dangerous threats to their personal and professional lives that they could ever face...their unprepared, untrained, mindset! This course will provide them with strategies to WIN and remind them that they are not alone in the fight. Phyllis Fuller Phyllis Fuller has been a Next Generation 911 Program Coordinator at Peninsula Fiber Network since January 2018. She started her career in 911 at Barry County Central Dispatch, MI, in 1993 and worked as a telecommunicator, supervisor, and director for 25 years. Phyllis earned her Bachelor of Organization Administration degree from Central Michigan University in 2011 and has been an Emergency Number Professional (ENP) since 2010. She has served as the MI APCO Treasurer since 2009 and is the chair of the State 911 Committee (SNC) Certification Subcommittee. Jaime Seling Jaime Seling NG911 Program Coordinator Peninsula Fiber Network | Marquette, MI Jaime is an NG911 Program Coordinator for Peninsula Fiber Network, where she oversees data management for Public Safety Answering Points (PSAPs), ensuring accuracy and efficiency in critical systems. With extensive experience in emergency telecommunications, she has become a trusted resource for implementing Next Generation 911 (NG911) services and educating telecommunicators on systems such as Text-to-911, MEVO phones, and RapidSOS. Throughout her career, Jaime has led training initiatives, presented to local government officials, and worked closely with county boards on deploying NG911 networks. She has also contributed to the development of the PFN Annual User Group Conference, curating relevant topics and creating educational materials. Before joining Peninsula Fiber Network, Jaime served as the Sheriff’s Quality Assurance Supervisor at the Oakland County Sheriff’s Office, where she played a key role in reviewing dispatch protocols and ensuring compliance with state and federal regulations. Jamie Ginn Jamie is a seasoned cybersecurity professional, with experience spanning various roles including Security Operations Center analysis and security design. Educated with a bachelor's degree in electronics engineering technology and a minor in business administration, he also completed a master's degree in information security. Neal Rossow Neal started his police career in 1978 as a patrol officer with the Marine City Police Department for three years. In 2006, he retired after 25 years of service as the Captain of Support Services with the Port Huron (MI) Police Department. He retired as the Chief of Police for the Flat Rock (MI) Police Department in 2014. He was appointed as chief in 2008. Neal is currently the President of The Rossow Group, a training and consulting company. Up until December 2022, he was the Director of Professional Development for the Michigan Association of Chiefs of Police. He was responsible for creating the Michigan Law Enforcement Accreditation Program and is the program director. The phones are down. Well, that sucks. In June of 2023, Grand Traverse County was hit by a ransomware attack. The attack was devastating, but the dispatch team persevered. They developed new systems and managed to overcome an extremely difficult challenge. Dispatch is full of really awesome people. They adapt and overcome. Hackers are real jerks. Dr. Richard Janka Dr. Richard Janka is the President, leading 911TI operations and partnerships with public-safety agencies and corporate partners. He is also a Resilience and Call Mastery Instructor, specializing in design and delivery of resilience, peer support, and emergency mental health dispatching training for 9-1-1 professionals and other emergency responders. Dr. Janka is a licensed clinical psychologist in Michigan and currently the Clinical Director at Solid Ground Counseling. The clinic offers individual, couple, family and group counseling. The clinic also offers in-service trainings on a variety of mental health topics. Dr. Janka has extensive experience conducting first-responder trainings, including wellness, peer support and critical incident stress management (CISM). He also serves as a mental health consultant for 15 agencies (including their dispatchers) in the greater Detroit metropolitan area. Dr. Janka holds a Doctorate degree in Clinical Psychology, a Master of Arts in Counseling Psychology, and a Bachelor of Arts in Sociology. Jason Schechterle After serving four years in the Air Force, at the age 26, Jason achieved his goal to work on the streets of Phoenix as a rookie police officer. Then, only 14 months into his career, Jason’s life took an unexpected tragic turn. On the night of March 26th, 2001, a taxi cab crashed into the rear of Jason’s patrol car. Upon impact, Jason’s car burst into flames, trapping him inside. Through a series of miraculous and fateful circumstances, Jason survived the crash and ensuing physical and emotional catastrophe. He suffered severe burns to over 40% of his body which drastically altered his appearance. He has undergone more than 50 surgeries just to have the ability to accomplish simple daily tasks we often take for granted. Jason’s journey chronicles his fight for life, his triumph over tragedy and the inspiration that enables him to continue to overcome unimaginable adversity. His personal narrative exemplifies that the power of the human spirit can never be underestimated or extinguished. Wednesday Keynote (1): Burning Shield Presented by: Jason Schechterle Jason Schechterle represents the human experience at its very best – an uphill climb from despair to describing himself as the luckiest person alive today. When a taxi smashed into police officer Jason Schechterle's patrol car, the fireball that consumed the vehicle should have killed him. But by a series of small miracles, Schechterle survived: Dying would have been easier... Charles Hedgespeth Charles Hedgespeth is a fourth-generation police officer with over 14 years of experience in public service. Additionally, he has been an adjunct instructor at local colleges for 12 years. Charles received his Bachelor of Arts from Lindsey Wilson College and his Master of Science from the University of Central Missouri. Over Charles' law enforcement career, he has served as a state fitness coordinator, post-level fitness coordinator, field training officer, and accident deconstructionist. His career has been decorated with awards and recognition, including Trooper of the Year, Commissioner's Accommodation Award, Outstanding Instructor Award, multiple commendations, and multiple Governor Occupant Protection awards. Charles is currently assigned to the training academy at the rank of Lieutenant serving as the primary wellness instructor. At his current assignment, he has trained 100s of cadets in basic training, 100s of telecommunicators, and nearing 3,000 sworn law enforcement officers through in-service training. After serving four years in the Air Force, at the age 26, Jason achieved his goal to work on the streets of Phoenix as a rookie police officer. Then, only 14 months into his career, Jason’s life took an unexpected tragic turn. On the night of March 26th, 2001, a taxi cab crashed into the rear of Jason’s patrol car. Upon impact, Jason’s car burst into flames, trapping him inside.
Through a series of miraculous and fateful circumstances, Jason survived the crash and ensuing physical and emotional catastrophe. He suffered severe burns to over 40% of his body which drastically altered his appearance. He has undergone more than 50 surgeries just to have the ability to accomplish simple daily tasks we often take for granted.
Jason’s journey chronicles his fight for life, his triumph over tragedy and the inspiration that enables him to continue to overcome unimaginable adversity. His personal narrative exemplifies that the power of the human spirit can never be underestimated or extinguished.

Lauren Sisler is a national award-winning sports broadcaster who has been captivating audiences with her insightful coverage on ESPN since 2016. Not only is she a powerhouse in the broadcasting world, but she’s also the author of the compelling new book, 'Shatterproof.'
As a sportscaster and former collegiate gymnast, Lauren is passionate about sports, but even more passionate about telling the stories of the coaches, athletes, and fans who make it more than a game.
Lauren's life was not always marked by victories. In 2003, as a freshman at Rutgers University, tragedy struck when she unexpectedly lost both parents within hours of each other to their hidden battle with prescription drug addiction. Through her grief, Lauren emerged from the shadows of shame and found renewed hope.

Recently retired from the Kentucky State Police Academy as a Law Enforcement Instructor III, Jason ensured that all agencies receive top-notch in-service training and academy certification. With an impressive track record of over 26 years in the field of Emergency Services, Jason's extensive experience makes him a highly sought-after instructor. Additionally, he has been a certified instructor by the Kentucky Law Enforcement Council for more than a decade, further solidifying his credibility and expertise.
Jason's exceptional ability to captivate and inspire participants sets him apart, resulting in his instruction of personnel from more than 1000 agencies nationwide and internationally. His reputation extends beyond state borders, as he has also been invited to present at prestigious conferences such as the CCAW, NENA, and APCO National Conferences, as well as numerous state-level events. Through his dedication and unwavering passion for the job, Jason continues to make a significant impact in the field of Emergency Telecommunications, elevating the skills and knowledge of Telecommunicators, Officers, Firefighters, EMT’s, and more across the country and abroad.
The Fight After The Fight
Officer Ann Carrizales has over 21 years of combined Military and Civilian police experience to include undercover gang investigations and dispatch. She joined the Stafford Police Dept in 2010 and has survived two officer involved shootings, most recently in October 2013 where she was shot in the face and chest during a traffic stop. She is currently with the Meadows Place (TX) Police Department and travels nationally/internationally sharing her story of survival with various police agencies, universities, churches, and other groups.
When presenting "The Fight After the Fight" Series, Officer Carrizales focuses on important aspects of survival mindset, childhood trauma, and discusses her battle with post traumatic stress injury (PTSD/I). It is her goal to inspire all law enforcement officers to re-evaluate their own officer safety practices and evoke a NEVER QUIT mentality that is vital to the survival of all officers both on and OFF the streets. In addition, she hopes to empower others by providing them with the emotional tactical strategies that are, shockingly, not provided at the start of their careers. Tactics that are vital to enduring battles both on the job and in their personal lives. Because "We All Go Home" is simply NOT enough...

LevelUP 911 Training
Charles Hedgespeth is a fourth-generation police officer with over 14 years of experience in public service. Additionally, he has been an adjunct instructor at local colleges for 12 years. Charles received his Bachelor of Arts from Lindsey Wilson College and his Master of Science from the University of Central Missouri. Over Charles' law enforcement career, he has served as a state fitness coordinator, post-level fitness coordinator, field training officer, and accident deconstructionist.
His career has been decorated with awards and recognition, including Trooper of the Year, Commissioner's Accommodation Award, Outstanding Instructor Award, multiple commendations, and multiple Governor Occupant Protection awards. Charles is currently assigned to the training academy at the rank of Lieutenant serving as the primary wellness instructor. At his current assignment, he has trained 100s of cadets in basic training, 100s of telecommunicators, and nearing 3,000 sworn law enforcement officers through in-service training.
The Michigan Public Safety Telecommunications 911 Conference Committee is committed to maintaining sound fiscal management and budgeting for the annual conference. The following policy outlines the process for handling registration cancellation requests from individuals who have submitted payment for the conference.
